Abstract In the process of building China into an important talent center and innovation highland in the world in the new era, colleges and universities undertake a major mission of the times. The systematic remodeling of cadre work in colleges and universities and the construction of a loyal, clean and responsible team of highquality professional cadres are related to the development of colleges and universities and the realization of their mission. The author takes the governor and personnel system of Wenzhou Medical University as the research object, explores the mechanism of leading the high-quality development of cadre work based on the construction of the governor and personnel system, and deepens the understanding of the systematic remodeling of cadre work in colleges and universities, which can provide practical reference for the selection and use of manpower in relevant colleges and universities.
